How would you do that with the majority of taxes? Such as VAT. The cashier giving you a list of options while the queue gets longer and longer? Or the barkeeper asking you, what your beer should pay for?
Personal taxes such as income and such are only the peak of the iceberg.
These are just problems to be figured out. Alcohol and tobacco tax for example would definitely be put towards funding the organizations that help patch up the problems the products using them create. Hospitals that help during drunk accidents and the other endless medical problems alcohol and tobacco causes, and the police which help stop the alcohol fuelled violence.
