The circumstances might well fall out as you've described, and no harm nor foul laid -- but claiming that the offer came from the highest-ranking general in a meeting that can not have happened is certainly corrosive to his credibility.
Considering the other shit he's spouting, I wouldn't necessarily jump to the conclusion that "lying" is the best explanation if he claimed that space aliens promised him an appointment to the Federation Academy on Uranus - delivered via anal probe - not when "batshit crazy" is still on the table.
