Actually, I don't think you can give Himmler the credit for that "strategy." It is much, much, older.

Himmler is probably the first one to think he could kill all the Jews so there there will be no one left to accuse him. His predecessors simply though they could kill the Jews within their reach, and Jews elsewhere would be too powerless to accuse them in any harmful way.
