The Israelis activate their sleeper cells who carry out the operation because they think that they are part of ISIS. ISIS claims the operation because it makes them look like real bad guys. The French attack ISIS saving direct American involvement. The attack on ISIS weakens the Russian plan to leave ISIS as the survivor against Assad and takes the pressure off of the terrorist groups that the US supports to overthrow Assad. The average European and American citizen turns against the refugees, seeing them as a security threat.
