Women in the Middle East have worn it for thousands of years. The burqa is first mentioned in Genesis chapter 38 when the horny hypocrite Judah screwed his daughter-in-law Tamar thinking that she was a hooker because she was dressed as one in a burqa. When he found out that Tamar was knocked up he wanted her to be burned alive. He didn't make the connection between his screwing and her pregnancy because he never saw her body.
Burqas are still popular because the guys can screw their female relatives without seeing them. It's a Middle Eastern thing.
