-then he is not willing.  Hence the dilemma. Were I the god-shopping type, I'd take unable over unwilling all day long. It's an easier pill to swallow, I suppose. As in:

"Hey Rhythm, how come you didn't stop the tsumani from killing that kids family, leaving him alone and destitute?"
