Seeing that the cop-lovers charged the cop with murder even they appear to think that he went overboard with 16 shots. They would have let him off with three or maybe 7. After all, the cop that jumped on the hood of a car and killed the people with lead got off so the Chicago cop had no reason to think that he would be charged with anything at all.
In real life it's not so simple. How would I know the killer was going to kill?
