You are misunderstanding the hadiths. General meaning applies to general situations.
In a situation where the society you know is generally unjust (like Hitler and Germany), the following applies:
At a time when injustice is more prevalent than good, it is not permitted for anyone to entertain good opinions about another unless he knows them (ie. the person) to be such.
Imām Mūsā ibn Ja‘far al-Kāżim (a.s.)
