I used the term to drop a sarcastic light; something to giggle about while reading.
Meaning is : without some western countries that practice secularism, crazy sunna/shia would never find strongholds protecting them from justice.

I mean, just check out the amounts of intervention committed by the English & the French.
i.e every Arab country you see today is a resultant conclusion milked out of an English/French/Imperialistic Russian treaty called "Psykes & Picot" agreement.
