If I see boobs jumping up and down - I will look, because it is how I'm evolutionarily wired, it has nothing to do with me disrespecting the women I'm looking at, tbh, it's actually a compliment, I'm actually paying the girl a compliment - that she is desirable.
It's a compliment, take it or leave it. Just don't play the victim card, yeah?
And what if she didn't want you to stare for long at her boobs? Would you still be respecting her? Try to be considerate of how other fellow human beings may feel in these situations. Perhaps the girl or woman didn't mean to tease you with her boobs. It's not impossible for boobs to bounce up and down unintentionally.
Anyway, depends on the context really. If it's clear she's flirting with you, and she's bold about it, that's fine, I guess.
