Letting a minor work as they like is absolutely fine by me, It could cause problems via asshole employers pressuring them to work longer hours, but the vast majority of circumstances will be improved by it, besides, in circumstances where there is a fixed youth minimum wage below that of adults it makes economic sense to employ the young unskilled labour over the old.
I would have absolutely hated it if I was denied the ability to work beyond a set number of hours when I was 14, I was working about 26 hour weeks part time and I wanted MORE hours.
