In fairness the fetus' lungs do fill with amniotic fluid and the fetus does practice using it's lungs by pushing the liquid in and out. But it does not breath, in that there is no exchange of oxygen and carbon dioxide through the lungs. That all that happens through the placenta and the umbilical cord. The first actual breath happens at birth. Though sometimes a baby takes a breath just a moment too soon and chocks on fluid. It's usually not fatal.
