No. IPv4 addresses are defined as 32 bit numbers. So the most you can have is about 4.3 billion. There are currently many more Internet connected devices than that number, hence the issue. Various placeholder "solutions" such as NAT are currently being used to prevent complete exhaustion, but at some point everyone needs to start using IPv6, which has 128 bit addresses.

As to what hardware would suit you, I have no idea. I haven't attempted to do what you speak of.
