To me, the bible does heavily suggest that we do have free will. God interferes at several points and "hardens the hard" of people so that they will act a certain way.
Either they were going to act that way anyway and had no choice, in which case the story makes no sense and God is screwing around; or else they may have chosen to do something different had he not violated them with his God fingers.
