WASHINGTON — To make its controversial troop carrier seem safer, the Army replaced explosive ammunition boxes in the Bradley Fighting Vehicle with water cans before firing on it during test shots, congressional critics said yesterday.
The Army also disobeyed orders to randomly aim test shots at the Bradley, the lawmakers said. They also charged that a top general tried to influence the Army surgeon general to revise studies of the vehicle's Halon gas fire- suppression system to "deter the more ardent critics" who said it was dangerous to crews.
"This is a continuing pattern of stonewalling and deception," declared Rep. Mel Levine (D, Calif.), who said he planned to introduce legislation to stop the Bradley program until testing was adequate.
