The real question, however, is whether or not this should surprise anyone?
Seattle and NYC have already raised their min wage to 15 per hour to ill effect, and in both those cities the average income is well above the min 15 dollar an hour min. If you move that requirement to a lower income city where the majority are on min wage it could completely destroy the economy.
