I really don't get why he thinks having more people with Bachelors degrees somehow makes those degrees worthless. The value of high school diplomas/GEDs has decreased not because just about everyone has them, but because our economy has changed. Farming and industry is no longer the backbone of employment in this country, and what has replaced it has higher minimum requirements. It's a reflection of demand, not supply.
How Sanders wants to pay for it is pretty simple: close tax loopholes on large corporations so they pay their fair share and decrease military funding. We pay more for our military than the rest of NATO combined. The cost for just about all things military is unreasonably bloated, and spent more on waging war than taking care of our troops when they get back.
Now, I'm not convinced that he'd be able to get anything that he wants done if elected, but at least he's been consistent in his convictions during his lengthy political career, and his vision for America is by far the most palatable one left in the race (IMO, of course). At least he's not a proto-fascist like Drumpf or a 1980s Republican like Clinton.
