Yes we used Muslims but only 4 out of 65 rebel groups like were considered to be religiously motivated until 1980 one more was added in 86. Al quida was not among them. the religious component was not added till after gulf war 1.
So Regan's use or the US's use of 'Middle eastern freedom fighters' was no different then than our support of Iraq's army against ISIS now.
If the west made a mistake, it was trying to force Sadam from trying to annex other middle eastern countries, and force him to extend basic human rights to everyone under his authority. Once we stepped in and tried to help the kurds and kwaities radical Islamic propaganda stirred the whole region and it became about religion. A religion that demands world domination.
