For a start, the person with a good life, family, education, friends, etc is hardly the 'average' person. But I essentially agree: barring either mental or physical infirmities which would prevent it, anyone can learn anything they choose. I'm good at music and woodworking because I enjoy them, I'm awful at maths and chess because they bore me.
By way of example, I've taught guitar and mandolin to people who insisted that they were too innately inept* to ever play music. It takes a little more time and patience, but it isn't impossible.
