I absolutely hold the mother culpable in part for this. Not entirely, because women can be snatched randomly on the street, but because it seemed that girl had a history of wandering around alone. A mother should have also deemed it entirely inappropriate for an 11 year old girl to be dressing that way. Did the mother work all day and therefore not have time to supervise her child? I don't know. Smart parents arrange something to make up for it though.

Either way, there's no fucking way this child "fooled" possibly 18 men into thinking it was okay to have sex with her. And I think more than asking where the mother was, why are there so many boys in that area, in such a large age range, thinking it's okay to assault someone?
