It matters to the authorities? Yes. But thieves also matter to the authorities, as does false advertising. If indeed this lass was falsely advertising her services, do you really think that the government should punish the sods who fell for it? Yes, let us have all of those fools who fall victim to every sort of scam punished even more! ^_^ That'll show 'em!

Effective laws are not simple blanket statements of "this was done, now we do this". There are such things as mitigating circumstances. Given that we know only half of this case (if that), i should think it more than a little premature to declare judgment given how little data we have access to.
