It isn't a description of material creation, but of adding function. In the ancient world what gave anything purpose was the function it performed. To give function was everything.
The point is this isn't science. Science is in a state of constant flux. Discoveries are made, conclusions change. What we accept as true today wont necessarily be what we accept as true tomorrow.
So God is communicating in the language of the time truths about himself. Not explaining anything they didn't already think was true in their cosmology.. because everything said on that account is mirrored in nearly every other ancient text. But what was unique about this God and his nature.
