Settlement building isn't a bad idea. But it's been included to the obvious detriment of actual interesting quests and content.
New Vegas has at least twice the amount of stuff to do as what FO4 does, I don't care what anyone says. Looking at it, New Vegas shits all over Fallout 4. It's more interesting in every conceivable way. Characters, setting, quests, factions. Even weapons and items. You had unique versions of every weapon in New Vegas, I spent hours tracking down them all just so I could have a completely unique arsenal. Fallout 4 has about 5 or 6 weapons that are actually uniquely modeled. Fucking step backwards or what.
The only thing that makes me keep playing FO4 is the fact that my character is probably the hottest piece of ass I've ever made in a video game. I mean look at this:
