You're such a complete idiot that you don't even understand the article you posted. The EU was considering imposing fines on it's members not helping out, while collecting subsidies, paid by other member's taxes. The EU parliament didn't agree anyway, so, no dice. No outside force involved. Just members not playing by the rules.

Pathetic little creature, really. Gobbling up every conspiracy on this planet, while being ignorant as shit and despicable on the side.
