The EU was considering imposing fines on it's members not helping out, while collecting subsidies, paid by other member's taxes. The EU parliament didn't agree anyway, so, no dice. No outside force involved. Just members not playing by the rules.

hahaha. Good thing they stuck up for national sovereignty, which is something they don't take kindly to in the EU these days.
