Technically yes it is. It's 'illegal' in the philippines and tailand too. Law enforcement turns a blind eye to it.

Do a search on Dubai prostitution, many cops keep an eye on the prostitutes at the "pussy-markets" not to enforce the law on prostitution, but to help protect the girls and keep the peace.

You'd be surprised at how many numb-nutted Arab dudes will actually start fights over the prostitutes like they were their girlfriends or something. They won't just start bidding on the best piece of meat, like any self respecting whoremonger would do, but actually start swinging on each other. And THAT is some quality entertainment! Many times I would go to the markets just to watch the fights. And even funnier is when they get to fighting and the cops come running up tackling them, I go make an offer to the girl, look at the fools who were fighting, wait for eye contact then give them the ol' smile and thumbs up, put my arm around the girl and stroll off with her.
