In a first world country, any potential consequences from non circumcision of a male are minimal. Circumcision then becomes an elective cosmetic surgery and based on the parents preferences. No one but the parents (so long as they are informed) should have any say in the matter. Outside a first world country this discussion may have more relevance.

For those of you that object on the grounds of "not medically necessary" and "infliction of unnecessary pain" you do understand that there are other cosmetic surgeries that are performed on neonates that are not considered medically necessary. Surgeries to modify external ear, eye skin, digit webbing, polydactyly, hemangiomas, nevi, other birth marks. None by definition "medically necessary" yet still performed.
