Here in Oz we have the ABC (which would be equiv. to the BBC) and SBS which carries a lot of foreign films( not british or american)

Both are funded by the government and are therefore free( tho SBS has to sell some advertising)

And the quality of broadcasting is far superior to the commercial channels.

Well then the funding for them will be sourced from some sort of tax on the general population. We just have an upfront and (unfortunately) mandatory fee for anyone with a t.v...both our commercial free channels are funded by the population, just in different ways, and both produce far better telly than the same countries commercial alternatives.
