They mean a single drop in one go. Look at this 5 year chart from 2011. 1.1070 Pounds to the Euro back in June 2011. Add in handling fees and you start getting close to parity. Unfortunately the graph for 10 years isn't very clear but it used to be 1.5 Pounds to the Euro.

Edit: Sorry, dropped relative to what in 30 years? We might be talking about different things here.
