I agree that rules in our society regarding breasts are unequal and unfair and most likely due to cultural rather than a natural viewpoint around breasts.
For instance my breasts as man mean that even though I have a fairly attractive body the likelyhood of me being paid money or being given free things for exposing my breasts is very low in comparison to that of a woman with an equally attractive body.
The plus side of my breasts having a lower sexual market value than the average looking females breasts is that my breasts attract less attention in the eyes of the law, no one cares to what degree I expose them on a warm day and so on.
I think because of the way sexual market value works in most culture is that women's breasts are high in sexual demand and will therefore have more legal restrictions related to them.
I think that although you're correct that people do find men's breasts attractive aswell, I think it's more prevalent in sexual selection in humans for men to select women with full perky breasts which indicate fertility whereas a mans breasts don't reflect his sexual desirability to that same extent.
These are my thoughts about the topic at the moment anyway, I think you've put forward a pretty good topic here though and it deserves some more thought.
