No, they didn't. They shot when they were cornered and targeted what they thought to be the establishment. And US army bases. But I do remember being afraid of them sometimes, being a child and all.
The ones being in custody at Stammheim were even against the hijacking of the Landshut in '77 because it put civilians in danger. They had their skewed code of honor and considered themselves an army.
