As the Mormons did and documented, committees thrashing out doctrine have precious little to do with God and much to do with their own preconceived notions, peccadilloes, hypocrisies, prejudices and foolishness.

Council of Nicaea wasn't big on continuity either, except in it's retcon form.
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
