Depends. There's still a lot of restitution to be done. You know, pieces of art pinched by Nazis and later sold on. Not a year goes buy without another painting surfacing at some auction.
And I'm not even talking about jews but all the people having been persecuted and robbed in the process. Although restitution is more of a private issue than it is a national one. The state only has the obligation to lay it's hands on property that was obviously stolen. Such as in the case of Cornelius Gurlitts, son of one of Hitler's chief art robbers, who inherited a massive amount of paintings that were never his to begin with. Guy had nothing to do with the actual crime, but he wasn't entitled to keep the proceeds of that crime.
