Two options.

1. uninstall kaspersky and install malwarebytes

2. look in the settings for kaspersky looking for internet protection or web protection; turn that off; see if it improves the symptom.

You could if worse comes to worse look up the address that it's accessing and put an entry in your hosts file, but dumping kaspersky is probably the best answer.
