I also would say the fact that it is cyclical, means that it's more likely a natural phenomenon. We see cyclical things in nature all the time. If it was random, that would be more interesting.
I agree 100% with what you said. Until there is observational evidence, all that exists are possibilities. But, clearly, an alien mega-structure is either there or it is not.
