Right so, either they're lying, or they don't have the expertise to walk you through BIOS, or there is some other reason why they couldn't help you in that instance, but it certainly would not be because they need a license to do so (and it was probably just a poor choice of words on their behalf rather than an attempt to deceive you). It may be that Dell or whoever puts on custom BIOS's that Microsoft doesn't want to deal with since they're not industry standard, who knows. If you give your computer to me to repair it I will do whatever I have to to get it back to you in pristine condition, and I don't need a license from anyone for that. And nor does an actual repairer either!
