Which is apples and oranges, since it has nothing to do with the legal system and much with police training. You know, such as not encouraging to shoot anything that moves and looks even slightly out of order.
We might even go so far as to reconsider the psychological screening that goes into winnowing the field of potential cops. Yes, training is the paramount issue when it comes to these unnecessary shootings, but there seem to be a number of police who are just bullies and want to escalate situations and go to the gun. Our streets and communities aren't the place for certain people to work out their middle-school-years issues.
