Media mudslinging has gone on in American politics since day one even between Jefferson and Adams. But what is different this year is Trump combining Jim Crow McCarthism and WW2 German scapegoating hyper nationalism.
No, Obama cannot control voter's midterm habits. Even a majority cannot get things done if there is enough of a minority to filibuster a bill. If you want to blame our brief collective power on anything it would still be GOP obstructionism and when you look at the average overall power by congress taking out the presidency the GOP has had most of the control on average since Reagan, and the majority power also determines voting districts. It is still up to midterm voters to give a president a congress they can work with but not just for 4 years, but a congress over decades regardless of who the president is.
He couldn't deliver because he was dealing with obstructionists on the right, he still did as much as he could and we are still economically better of now than 8 years ago.
