Right, that's why most Republican politicians have been masters at developing dog whistle racism. It's a way to appeal to the racists in the crowd without openly appearing racist. You can't openly say you don't want niggers voting, so instead you talk about "voter fraud." It's not nice to say that you want to round up all the Mexicans and send them back home, so instead talk about how bad of a problem we have with "undocumented immigrants." Because we all know that refers to Mexicans, not someone from Canada overstaying their visa. You can't openly state you want to keep foreigners from the Middle East out of the country, so you claim that accepting Syrian refugees will let in terrorists.
The trouble the GOP has is that Trump has totally torn off the facade of propriety and is openly courting the racist base, which is how he got to where he is today.
