Hmm, its been a while since I have done a build. I'm personally very happy with my underpowered Acer Aspire 5745G, as I can upgrade it from a core i3 to an core i5 when I next feel like it, and 4 gb memory is good enough for me at the moment.
I suggest you get a decent new laptop. Only the most demanding of new games, bitcoin mining and gpu-accelerated password cracking would deserve a tower build with fastest hardware, and I've little confidence in giving a list of parts to a newbie.
It would be terrible if you, for example, didn't use static protection and ended up zapping your motherboard. Yet it is so easy to do without knowing what to avoid.

Try the "Invisible Hand" -- it's an extension that automatically compares prices on items so you may find the cheapest one.
