That's a fair point. I would say that many other similarly advanced cultures could have developed universities and the modern scientific method but didn't. The Muslim world had the same or better cultural resources than Medieval Europe. India was an advanced civilization. China was politically stable society. As far a that goes ancient Rome had it all, but didn't take the next steps to modernity. One has to wonder why did those advances happen in an materially impoverished, plague infested, and politically unstable corner of the world and not in other cultures that could have but didn't.
