It would also take a bit of strength and coordination to pull the ladder up from one side of the wall and to slide it down set against the other side of the wall, even for two people working together.
You don't need a ladder to climb down a wall, some rope would suffice. Given that the electric fencing would have to be secured somehow, I'd imagine there would be plenty of points where they can secure a rope.
