Ok so my undersranding us that intelligence evolved in our ancestors as a response to climate change (rainforrest to savannah). I don't see climate change as all that rare an event.
On the state of possible life on other bodies in the Solar System, there are 4 main candidates; Mars, Europa, Ganymede and Titan.
Mars has lost the bulk of its atmosphere and oceans leaving whater is left to bury itself in the ground.
Europa and Ganymede are icebound oceans similar to the Earth in the Cryogenian period which would tend to indicate that life would be unicellular.
Titan is exceptionally cold and thus likely rather slow in developing.
