I worked with a handful of illegal immigrants in the past, and they had social security numbers, whether they were real ones or not I don't know. Most said a lawyer helped them out one way or another. Though they never collected welfare or any other government help as far as I know. The ones that I knew lived 10 to a 2 bed room apartment, worked 2 jobs, and save as much as possible. One did tell us that some one offered him some aide ( brain is foggy so I forget which department they were from), but he ended up kicking him out of his house because he didn't want a government handout. I'm not saying it's happening or not happening, just sharing what I know from my experience.
