The civil rights movement was about legal rights. All legal barriers for black people have been removed. If there are cultural barriers that remain, then whether it's the government's responsibility to remove cultural barriers is a different discussion. Laws that follow culture are usually successful, while laws that try to shape culture usually fail.
I don't know where you're getting the maximum wage idea, because I never proposed such a thing.
I do propose putting a maximum wage on CEO pay, at like 50 times average worker pay. How's that for oppression?
