No amount of checks and balances can function for long unless sufficient portion of those with influence are engaged, educated and recognizes a vital stake in the continued functioning of the checks and balances. Republicans do not recognize any stake in any checks and balances that could temporarily inconvenience their immediate agenda. At least 48% of American voters are idiotic yet self important yokels profoundly resistant to education and knowledge and yet steeped in the toxic tradition of always having the highest estimates of their own flaky impulses and make beliefs, which the republican feel no hesitation whatsoever to exploit to the utmost extent.
So don't congratulate yourselves if habitual checks and balances appear to work once or twice. It will not keep working for long in the current America.
If you don't want the other side to run all over you, then be prepared for escalate and make it clear your tolerance for pain, willingness to inflict pain, and endurance are all much greater than theirs.
