Nowhere. Such a bill has approximately zero chance of getting through a GOP controlled Congress.
Funny thing is - and it all comes down to the details of course - but such an infrastructure bill might be what this country needs on many levels, and depending on the details, it might even be something I'd support, but there's no way Congress authorizes that level of non-military spending IMO, and the president should know that, so I'm more than a little suspicious that it's a political stunt and not a serious proposal.
There's the problem - my personal feelings about the Cheetos-faced pigfucker aside, even if he pushes something useful, he never has had the political capital to get it through the grinches on the hill, and he never will. Regardless of what he might *want* to do - and for sake of argument I'll give him the benefit of the doubt - he's going to be a tool of whatever agenda the GOP Congress wants to pursue. We have the independents who swung the election his way to thank for that.
