Russia's a schoolyard bully. It only doesn't "mess around" with those it knows won't push back. When it comes up against something willing and able to flex muscles it cowers in the coat room.

I didn't say they weren't bullies. I'm just saying that they are known to conduct revenge operations, for a lack of a better name, after terrorist attacks. Chechnya for example.

The "Chechen terrorist acts" were most likely false flag operations run by Spetsnaz forces in order to keep the world's eyes from the very dirty war going on in Chechenya. Russia was trying to genocide the Chechens from almost the moment the USSR collapsed, long before those events took place.
