Yes, there are probably different ways of dealing with such a situation. No doubt in some areas the matter would be taken up by the next larger governmental entity. In the case of public safety, it might require drafting someone from outside the voting area, who is willing to move to fill the spot.

Most governments consider public safety and all it entails to be the number one priority of their elected body.
