And if you cannot get a refund, avoid their services in the future.

I think it's almost always a good idea for a writer to get another reader for the editing, but if you can't afford it or don't like the results you've gotten, take a week or two away from the work and read it with fresh eyes, and do that editing yourself. Hell, you probably already have -- we call that "rewriting", right?
